There is a real neat and helpful WorldBuilder guide by Dale here to assist.
Here is an important detail:
You need to save what you have done to the PUBLIC FILES (IIRC the name) and then you pick it under the scenario section.
I did a map with Inland seas, made me on an Isalnd, picked Deity level and 8 AI and am playing with no friendliness to them buggers!
I am doing so well so far, loaded up a bunch of bonus terrain and is playing out to be a challenege thus far!
