The wiki guides are very detailed and can be somewhat daunting. I've created here a simplified procedure which tells you just the basic things you need to know and little more.
NOW UPDATED FOR NEW FORMAT
BASIC FORMAT
This is the basic format of each download page with the underlined showing the parts you need to amend for each new page.
Thumb !! Name !! Misc !! Designer !! Genre !! Medium
left|Scenario Name
Scenario Name Version No
Year
Designer Name
Genre
Civ2 Medium
Description
Scenario Introduction
Downloads
*
*

The options for Genre are:
Ancient Ages
Middle Ages
Age of Discovery
Industrial Revolution
World War II
Atomic Age
Fictional
The options for Medium are:
MGE
TOT
The spelling of these options as well as other input items such as Designer Name, Scenario Name cannot vary once they are created for the first time as they are used to form lists used elsewhere.[COLOR=red]

TO GET STARTED
1. Create the unit_icon.gif first by picking one of the units from your scenario and painting the background white. Crop the file until it is 61 x 48 pixels, which is one unit slot without the borders and then save it.
2. Create a login on the S-League site.
3. Using the upload button in the toolbox section on the left menu bar of the S-League site, Upload the unit_icon.gif
4. Jump to the Scenario page (navigation section on the left menu bar) and then move on to the page from the correct historical period. There is an edit button on the right side of the 'Scenario Pages' section header, click that to enter edit mode.
5.The scenario listings are arranged alphabetically by name. Scroll down the edit window until you find the correct position for scenario. Hit enter to make a blank space there. Copy and paste the code relating to the scenario above or below. It should look like this:

The Rape of Nations v1.1
1500
kobayashi
Age of Discovery
Civ2 MGE
which is essentially the same as line 3 to 9 in the master template shown on the first post.
6. Edit accordingly, then use the 'preview' button at the bottom to check and if you are satisfied, click 'save'
7. Your Scenario Name should be visible as a green link to your scenario page (which doesn't exist yet). Click the green link to begin creating the actual scenario page, but before you get round to doing that....

THE SCENARIO PAGE
1. upload your scenario zip and your sound zip the same way you did for the unit icon.
2. go to any existing scenario page, go into edit mode and copy the entire coding for that page. Exit edit mode without saving.
3. Create your own page by clicking the green link as described in the post above. It will automatically be in edit mode the first time. Paste the entire contents you copied and edit all the underlined items in the first post. Make sure you use the exact same text for each required item.
For the top section, the best way is to open a second window, go to the historical period page where you first created the green link and cut and paste from there.
Remember to update the cateory items which are te last three items at the bottom as these are used to define the categories your scenario belong to. Without those, you won't appear on the relevant category lists.
4. Use the 'preview' button to check and if you are satisfied, click 'save'. You are encouraged to keep previewing until you are reasonably satisfied as each round of saved changes is recorded as an audit trail.
5. For future editing, you can use the edit button at the right of each section header, or you can use the master edit button (required if you want to edit the stuff above the first section) in the wiki section of the left menu bar.
6. This is optional but you can go to your own Designer page and update that as well. If it is your first time uploading, (and this part is not optional) you'll need to click the green link with your name and paste this on the new page created:
Scenarios
Thumb !! Name !! Misc !! Designer !! Genre !! Medium

Category esigners
as with before, you can simply go to another designer's page and copy the formatting from there.
7. Finally update the list of new scenarios loaded on the top of the S-Leage home page. I suggest we keep a floating list of five, so delete off the first entry when you add yours to the end of the list. This list is not alphabetical so just add your entry to the back.

FINE TUNING
It would be nice to individualize your pages, but remember to keep to the style guide by retaining the coding sections at the top and bottom (this will ensure the correct category designations as well) and retaining the description and downloads sections. Here are some of the things you can try:
1. You can insert additional sections by adding this:
Section heading
If you add two or more sections to the master format, a contents table will be automatically generated. I recommend against that as the scenario pages will be quite short and the contents table complicates the page uneccessarily.
Adding three equal signs on each side will give you sub sections which are quite useful if a contents table is generated. You probably won't need these unless you a doing a very very long page, such as a scenario tip article.
Sub-Section heading
2. for italics, use two single quotations marks like this:
words in italics
To bold text, use three single quotations marks like this:
words to be highlighted
3. To inset graphics, there are two ways I suggest. At the beginning of a paragraph, use the following commands:

or
Description
The first inserts a picture and is ideal for decorative graphics while the second inserts a reduced framed icon which can be expanded into the full picture upon clicking. This is ideal for larger graphics which are meant to be examined in great detail.
If you have a few screenshots, you might want to use the gallery command, which works like this:
the less than and greater than signs conflict with the parsing algorithm of this forum so in the following
(LTS) = <
(GTS) = >
*Screenshots
(LTS)gallery(GTS)
Image:Name of graphic file 1|Description
Image:Name of graphic file 2|Description
Image:Name of graphic file 3 |Description
.....any number of additional entries....
(LTS)/gallery(GTS)
4. to indent use either
* item one
* item two
which will be un-numbered or
# item one
# item two
which will be numbered
5. to insert external links:
Link Description [Web Address]
or
[[Web Address Link Description]
6. to create internal links
Page Name
or
Link Appears As
7. the default colour is red, to change the text colour to black for highlighted quotes and stuff
the less than and greater than signs conflict with the parsing algorithm of this forum so in the following
(LTS) = <
(GTS) = >
(LTS)font color="black"(GTS)black text(LTS)/font(GTS)
or even
(LTS)font color="black"(GTS)...black bold text...(LTS)/font(GTS)

Should someone make this a sticky page?
Also, is St Leo still around? If things progress at the current rate, we will soon need someone with the knowhow to split
Civ2 Scenario Medium into MGE and TOT
Historical Category into Ancient / Medieval / Rennaisance / Modern

I've updated all my scenarios and 5 of my creation tips and was thinking of moving on to split the Civ 2 Categories. I've examined the current structure and I think I should be able to do it.
Obviously this is something which requires consent among the community. Everybody, do you have any strong opinions on the following structure.
Ancient Ages 3000 BC – 476 AD
includes Mesopotamian Empires, Mediterranean Civilizations, Hellenistic Greece, Roman Empire
Middle Ages 477 AD - 1499
includes Crusades, Byzantine Empire, Holy Roman Empire, Dynastic China
Age of Discovery 1500 -1899
Includes the Renaissance, European Colonization, American Independence, Napoleonic Wars
Industrial Age 1900 - 1950
Includes Age of Imperialism, WWI, Russian Civil War, WWII
Atomic Age 1951 - Present
Includes the Cold War, Korean and Vietnam, Modern Middle Eastern Conflicts
Fictional
Includes the near Novels, Future, Science Fiction, Fantasy
Test Of Time
Will have its own category
This is a conventional format. The only thing I had reservations about was whether WWII should have its own category - but that would mean pushing the Imperialism period / WWI back into the Age of Discovery.

Got a road marker for each period:
Ancient Ages 3000 BC – 476 AD
476 = the Fall of the Western Roman Empire
Middle Ages 477 AD - 1491
1492 = Columbus First Voyage
Age of Discovery 1492 -1768
1769 = Patent for Watt Steam Engine
Industrial Age 1769 - 1913
1914 = First Global Conflict
Age of Militarism 1914 - 1945
(Alternatively, the World Wars Period )
see this http://en.wikipedia.org/wiki/Militarism
1945 = Hiroshima
Atomic Age 1946 - Present
